Deeply promote the reform of the inspection and supervision model of import and export commodities, and actively promote the institutionalization of third-party inspection results acceptance. Encourage tally, tugboat, commissioned inspection and other business entities to enter the market and promote fair competition.

Clean up and standardize port charges. Accelerate the revision of the “Port Charges and Billing Measures”, further improve the port charge policy, and reduce and merge port charge items. General requirements
(1) Guiding ideology. (2) Basic principles. Adhere to goal orientation and comprehensive policy implementation. Focusing on the difficulties and blockages faced by enterprises and the masses in entrepreneurship, we will continue to “gnaw hard bones”, adhere to the combination of decentralization and regulation, and give equal emphasis, focus on cleaning up unreasonable restrictions on market entities, implement more effective supervision, continue to optimize government services, and continuously improve the quality of reform.
Adhere to system integration and collaborative advancement. Adhere to the system concept, strengthen the organic connection and coordinated advancement of the “decentralization, regulation and service” reform in various fields, promote linkage between the central and local governments, strengthen collaboration between departments, promote reforms based on the entire life cycle and the entire industry chain, improve supporting policies, and expand comprehensive effect and enhance the endogenous power of development.

(3) Promote lowering of employment thresholds. We will further sort out and reduce the number of entry-level professional qualifications, cancel professional qualifications such as rural veterinarians and registered oil and gas engineers in survey and design, promote the recognition of socialized professional skill levels, and continue to dynamically optimize the national professional qualification catalog. Reasonably reduce or cancel the working experience requirements for some professional qualification examinations. Further regulate the access of small and micro e-commerce, and scientifically define the standards for “convenience labor activities” and “sporadic small-amount transaction activities” in the “E-Commerce Law of the People’s Republic of China”. Extend the implementation period of the work-for-training policy and simplify the application materials for enterprises to apply for work-for-training subsidies. Strengthen vocational skills training for employees in housekeeping, elderly care and other industries to comprehensively improve their employability. Innovate to carry out “industry-school cooperation”, encourage industry associations, cross-enterprise training centers, etc. to organize small, medium and micro enterprises to carry out apprenticeship training, and encourage various regions to explore various forms of project-based training, etc.In order to judge the effectiveness of reforms, a normalized mechanism for enterprises and the public to evaluate national-level reform measures will be established based on the national integrated government service platform and the Chinese Government Network. Disclose evaluation results in a timely manner, strengthen the rectification of negative reviews, and form a closed loop of organic connection between evaluation, feedback, and rectification, so as to achieve mass participation, social judgment, and market recognition. Each region must establish a social evaluation mechanism for local-level reform initiatives.
