Specifically, the Import and Export Bureau recommends that the Prime Minister conscientiously implement the directive issued by the Prime Minister on July 4, 2019 to approve “countries that strengthen the prevention of fraud and anti-circumvention in the country of origin.” Decision No. 824 on the “Management” proposal.
In addition, strengthen the export of products with risks of origin fraud, such as auto parts, steel products, incense and incense-making materials, machinery and electrical equipment, etc. Application forms for certificate of origin are subject to strict inspection.
In addition, the Import and Export Bureau also guides authorized units and organizations to comply with the Foreign Trade Law No. 31 of the Origin Management Law of Goods issued by the Vietnamese government on March 8, 2018. The laws and regulations issued by the Ministry of Industry and Trade on October 30, 2018, including Notice No. 39 on the Inspection of the Origin of Goods, strengthen the inspection of the actual production capacity of enterprises and the origin of goods. At the same time, we will answer the questions and suggestions raised by enterprises during the issuance of origin as soon as possible.
In the context of the rising trend of trade fraud, the Ministry of Industry and Trade has taken the initiative to take strong measures to prevent origin fraud and anti-circumvention, proactively discover and strictly deal with it Violations. Statistics show that from 2020 to now, of the 1.35 million preferential certificates of origin issued, the customs authorities of the importing country have only required verification of the origin of nearly 1,200 sets of certificates of origin. The verification results show that most of the goods that have obtained certificates of origin meet the conditions for issuance of certificates of origin.
