From January 17th to 18th, 2022, the managers of Chengdu Gucci Shoes Co., Ltd. will use the JD.com Judicial Auction Network platform to conduct legal inspections of the state-owned land use rights, buildings, structures and ancillary facilities of Chengdu Gucci Shoes Co., Ltd. Equipment (including office supplies) and trademarks were put up for public auction, with a starting price of 1.0811256 billion yuan.
Reporters learned that the assets being auctioned were Huijin ILC Chengdu International Leather City, which was auctioned for the bankruptcy and liquidation of the owner, Chengdu Gucci Shoes. Public information showed that the company was under investigation for allegedly illegally absorbing public deposits.
Industrial tycoon started his career by stock trading
Public reports show that Xie Ping was born and raised in “Yongfeng Township” (now Hongpailou Street), Chengdu City. The stock market in the 1990s allowed Xie Ping to make his first pot of gold.
In 1997, Xie Ping resigned from public office and chose to enter the shoe market. At that time, he raised about 500,000 yuan to found Chengdu Guqi Shoes Co., Ltd. and established a shoe factory in “Group 9, Taiping Village, Yongfeng Township” in Chengdu (today’s Shuangnan area).
At the same time, Xie Ping spent about 20,000 yuan to register the two brands “Gucci” and “Stena”. At that time, the shoe factory occupied an area of about 3 acres, and the factory building was just a few fiberglass tile houses. The nearly 200 workers almost all worked by hand, but Xie Ping was determined to create a well-known domestic women’s shoe brand.
In 1999, Xie Ping moved the company to the Sichuan Leather Processing and Trade Zone, expanding the factory area to 14 acres. He also acquired three small factories that were on the verge of bankruptcy and built a five-story stainless steel-decorated factory. About 3,000 pairs of shoes are produced per day.
In 2002, Wuhou District of Chengdu planned and constructed the Western Shoe Capital Industrial Park covering an area of 5.13 square kilometers in the local Cuqiao and Jinhua areas. Xie Ping led the company to become the first shoe company to enter the park.
By 2006, Xie Ping’s Gucci Shoes Industry planned and built a 100-acre modern shoemaking factory in the industrial park.
In 2012, Chengdu Wuhou Shoe Industry gradually moved to Chongzhou and other places, and Xie Ping once again moved the manufacturing factory to the Shoemaking Park of Chongzhou Industrial Concentrated Development Zone in Chengdu.
Suspected of illegally absorbing public deposits and filed a case
According to public information, on October 27, 2020, Chengdu Gucci Shoes was investigated by the public security organs for allegedly illegally absorbing public deposits.
On January 25, 2021, the Wuhou District Branch of the Chengdu Municipal Public Security Bureau issued a police report. Chengdu Gucci Shoes has been investigated by the branch in accordance with the law on suspicion of illegally absorbing public deposits. The public security organs have carried out corresponding investigation and evidence collection in accordance with the law on the funds and land of the relevant personnel involved in the Huijin Plaza project, and have seized and frozen the accounts and land involved in the case.
At the same time, based on the creditor’s application, the Wuhou District People’s Court has launched bankruptcy proceedings against Chengdu Gucci Shoes Co., Ltd.
On October 26, 2021, the Wuhou District Branch of the Chengdu Municipal Public Security Bureau issued another case report on the case of Chengdu Gucci Shoes illegally absorbing public deposits. According to reports, the Wuhou District Branch of the Chengdu Municipal Public Security Bureau criminally detained Xie, the main suspect in the Chengdu Gucci Shoes Industry’s illegal absorption of public deposits case, on July 28, 2021. Currently, Xie has been arrested by the Wuhou District People’s Procuratorate. After subsequent investigation, other suspects Liu, Yan, Yang, and Xiao in the case were criminally detained by the Wuhou District Branch of the Chengdu Municipal Public Security Bureau in October 2021.
The public security organs once again urge those involved in the case of Chengdu Gucci Shoes to illegally absorb public deposits (including ordinary employees and part-time workers) to contact the Economic Crime Investigation Brigade of the Wuhou District Branch of the Chengdu Municipal Public Security Bureau before December 1, 2021 to return the stolen money in full (Including wages, commissions, bonuses, dividends, rebates and other illegal income). For those involved in the case who actively cooperate with the investigation, take the initiative to return stolen goods and compensation, and sincerely plead guilty and repent, they may be given a lighter or reduced punishment in accordance with the law; if the circumstances are minor, they may be exempted from punishment.
