The National Development and Reform Commission recently released the 2024 cotton import tariff quota application and allocation details (attached), which mentioned that the total cotton import tariff quota in 2024 is 894,000 tons, of which 33% is state-owned trade quota.

According to the “Interim Measures for the Administration of Agricultural Products Import Tariff Quotas” (Ministry of Commerce and National Development and Reform Commission Order No. 4 of 2003, revised by Ministry of Commerce Order No. 1 of 2019 and No. 2 of 2021), the National Development and Reform Commission formulated the 2024 Cotton import tariff quota application and allocation details.
1. Quota quantity
The total cotton import tariff quota in 2024 is 894,000 tons, of which 33% is state-owned trade quota.
2. Application conditions
The basic conditions for enterprises applying for cotton import tariff quotas in 2024 are: registration with the market supervision and management department before October 1, 2023; no violation of the “Interim Measures for the Administration of Agricultural Products Import Tariff Quotas”. It must also meet one of the conditions listed below:
(1) Cotton import state-owned trading enterprises;
(2) Cotton spinning enterprises with (self-owned) spinning equipment of 50,000 spindles or more;
(3) Enterprises with an annual production capacity (self-owned) of 8,000 tons or more of cotton spunlace nonwovens (the production line production capacity of spunlace machine equipment with a width less than or equal to 3 meters is recognized as 2,000 tons, and the production capacity of a production line with a width greater than 3 meters identified as 4,000 tons).
3. Application materials
(1) Application form for cotton import tariff quotas in 2024.
(2) Enterprise legal person business license (copy).
(3) A special value-added tax invoice for the sales of cotton yarn, cotton cloth and other cotton products in 2023.
4. Distribution Principle
(1) Allocation will be based on the actual production and operation capabilities of the applicant enterprise (including historical import performance, production capacity, operating conditions, etc.) and other relevant business standards.
(2) This quota application and allocation does not distinguish between general trade and processing trade. Enterprises can choose and determine the trade method on their own.
5. Application time limit
(1) The applicant company shall fill in and submit application materials online through the international trade “single window” cotton import quota management system from October 15 to October 30, 2023. No more acceptance after the due date.
(2) The National Development and Reform Commission entrusts the Development and Reform Commissions of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, and the Xinjiang Production and Construction Corps (hereinafter referred to as the “entrusting agencies”) to forward the enterprise application to the National Development and Reform Commission before November 15, 2023. And copy it to the Ministry of Commerce.
6. Publicity stage
(1) In order to facilitate the public to assist the National Development and Reform Commission in verifying the authenticity of the information submitted by the applicant company, the National Development and Reform Commission will publicize the information of the applicant company on its official website (the publicity period and the method for submitting reporting opinions will be announced at the time of public announcement) stipulated together).
(2) During the publicity period, any subject can report the authenticity of the publicized information. After the period for the public to submit reporting opinions expires, the National Development and Reform Commission will entrust the entrusting agency in the location where the enterprise is applying for registration to verify the reporting issues.
(3) During the verification period, the applicant enterprise has the right to raise objections to the entrusting agency on the reported issues in writing or other means. After the entrusted agency reviews the objections raised by the reported application enterprise and completes the investigation and verification, it will provide feedback and verification status to the National Development and Reform Commission on the authenticity of the reported opinions.
7. Other rules
(1) Enterprises are responsible for the authenticity of the application materials and information they submit. For enterprises that make false declarations or refuse to fulfill their commitments in the application form, relevant departments will take corresponding disciplinary measures in accordance with relevant national regulations.
(2) The cotton imported by the enterprise using the cotton import tariff quota obtained shall be processed and operated by the enterprise and shall not be resold.
(3) Enterprises that have obtained cotton import tariff quotas must actively cooperate with the National Development and Reform Commission and its entrusted agencies in the supervision and inspection of the application and use of cotton import tariff quotas, and provide timely and truthful information and data required for inspections.
(4) For those who falsely fill in application forms, forge relevant information to defraud cotton import tariff quotas, or fail to carry out cotton import business in accordance with relevant regulations and relevant requirements of the National Development and Reform Commission and its entrusted agencies, their quotas will be confiscated and their applications will no longer be accepted within two years.
