Case review
On July 28, 2021, law enforcement officers from the Keqiao Branch of the Shaoxing Municipal Ecological Environment Bureau conducted a special inspection of waste gas at a printing and dyeing enterprise. The inspection found that the company’s Bureau Standard No. 28 shaping machine on the fourth floor of the eighth workshop was in production, and there was green smoke emission from the exhaust outlet. The induced draft fan, water spray pump and cooling tower of the on-site exhaust device were in operation, but the relevant electric meter readings in the electrostatic control cabinet are all zero.
The exhaust gas emitted when the printing and dyeing setting machine is running not only contains a large amount of smoke and dust, but also contains polyphenylene organic matter, printing and dyeing auxiliaries, oil and other components. The oil, smoke and dust emitted are very harmful to human health and the environment. Generally, the waste gas is collected and treated with “water spray + cooling + high-voltage electrostatic” before being discharged at high altitude.
After investigation, due to the high power consumption of high-voltage static electricity in the exhaust gas device, the company only turned on the induced draft fan, water spray pump and cooling tower in the exhaust gas device, and did not put the high-voltage static electricity into operation.
Case progress
The enterprise’s behavior violated Article 20, Paragraph 2, of the Air Pollution Prevention and Control Law of the People’s Republic of China. According to the provisions of Article 99, Paragraph 3, of the Air Pollution Prevention and Control Law of the People’s Republic of China, the local ecological department ordered it to make corrections. and be fined 100,000 yuan.
